The ELMO to ELM converters

Here ELMO version 2.0 data structures (XML) are converted into ELM Version 3.2 data structures (and vice versa). These converters are used specifically by the EMREX Gateway, but are expected to be used also by other use cases (e.g. OOTS bridge).
